The problem of workers gathering in front of Thai Oil has not progressed.

Bangkok, Thai Oil Public Company Limited is urgently coordinating to solve the problem of a group of laborers gathering on Sukhumvit Road in front of the Thai Oil refinery in Sri Racha District, Chon Buri Province. The group of subcontractors has not paid their wages on time, even though they have already received the money from Thai Oil. PTT Oil and Retail Public Company Limited announced that the group of laborers who gathered on Sukhumvit Road in front of the PTT Oil Refinery continuously since July 24, 2024 until now due to not receiving wages from the contractors as scheduled, during the first week of the gathering, the group of laborers who did not receive wages from their employers were One Turn Ten Co., Ltd., MCO Ltd. (Thailand) Co., Ltd., and Thai Fong Engineering and Construction Co., Ltd., all three employers are subcontractors of Sinopec Engineering Group (Thailand) Co., Ltd. ('Sinopec'). Later in the second week, additional groups of workers who were not paid by their subcontractors joined the rally, namely Himawan Karnchang 2009 Co., Ltd., a subcontractor of STP Corporation Co., Ltd. ('STP'), Siwakrit Construction and Engineering Co., Ltd., KUN Supply Construction Co., Ltd., and C.Y. Group Co., Ltd., all three of which are subcontractors of SCI Siam Korea Industrial Co., Ltd. ('SCI'). Sinopec, STP and SCI are subcontractors of the Unincorporated Joint Venture ('UJV') of Samsung EandA (Thailand) Co., Ltd. (formerly Samsung Engineering (Thailand) Co., Ltd.) ('Samsung'), Petrofac South East Asia Pte. Ltd. ('Petrofac') and Saipem Singapore Pte. Ltd. ('Saipem'), which is the contractor for the construction of the Clean Fuel Project (CFP) for Thaioil. Thaioil would like to clarify that Thaioil has paid compensation to UJV - Samsung, Petrofac and Saipem, the main contractors for the construction of the CFP, in accordance with the terms and conditions specified in the Engineering, Procurement and Construction (EPC) contracts, in full and correctly. However, UJV - Samsung, Petrofac and Saipem did not pay compensation under the contracts to Sinopec, STP and SCI, the subcontractors of UJV - Samsung, Petrofac and Saipem. As a result, Sinopec, STP and SCI have not paid the contractual compensation to their subcontractors, namely One Turn Ten Co., Ltd., MCO Ltd. (Thailand) Co., Ltd., Thai Fong Engineering and Construction Co., Ltd., Himwan Karnchang 2009 Co., Ltd., Siwakrit Construction and Engineering Co., Ltd., KUN Supply Construction Co., Ltd. and C.Y. Group Co., Ltd. Therefore, when the labor group of the subcontractors gathered in front of the Thaioil Refinery, it is the duty of the subcontractors and UJV - Samsung, Petrofac and Saipem to be responsible for paying wages to the labor group in accordance with the law in order to alleviate the suffering of the labor group as soon as possible. However, Thaioil has learned that UJV - Samsung, Petrofac and Saipem have not agreed to sign the agreement with Sinopec, STP and SCI, resulting in the unclear timeline and process of paying wages to the labor groups and continuing to be delayed. PTT Oil is aware of the suffering of the labor group and has made every effort to cooperate with relevant government agencies to have those responsible for the incident, namely UJV - Samsung, Petrofac and Saipem, and Sinopec, STP and SCI, find a mutual agreement and pay wages to the labor group as soon as possible.
