15th NLA organizes a public seminar on innovation to change the behavior of Thai people to not cheat. "Phumtham" points out that the key is to create new values, while "Wisanu" says that corruption in the public sector is a major threat to national development. Reporters reported that the 15th Senior Anti-Corruption Strategy Executives Project (NACC) organized a public seminar on the topic of 'Innovation in Changing the Behavior of Thais to Not Be Cheat in the Digital Disruption Era' at the National Anti-Corruption Commission (NACC), with Mr. Phumtham Vejjayachai, Deputy Prime Minister and Minister of Commerce, giving an opening speech, and Mr. Wissanu Krea-ngam, Advisor to the Prime Minister, giving a special lecture. There was a parade singing the royal composition 'The Highest Dream', a video from the public sector, and opinions on the suppression of corruption in the digital age. Mr. Phumtham said during the opening ceremony that Thailand's Corruption Perception Index (CPI) is still low and not on targ et, ranking 108 out of 180 countries. This reflects that everyone knows about the corruption problem in Thai society, but cannot solve it. This has become a long-standing problem in Thai society and is a major problem that greatly affects national development. Therefore, the government is giving importance to solving corruption problems in the Digital Disruption era, which will see increasingly complex corruption that is increasingly difficult to solve. Therefore, serious research is needed on how to cooperate with relevant parties, and this is a national agenda that everyone must find more ways to solve the problem. Mr. Phumtham believes that the current corruption situation is important because it must create new values ??that politicians, civil servants, private sectors, and the public must understand and cooperate with. Because if values ??cannot be changed, the corruption problem will be difficult to solve. And if the national interest is not taken into account, it will be even more difficult and will b ecome deeply ingrained in Thai society, to the point of being dangerous to society. Therefore, it is necessary to create awareness among Thai people in order to successfully solve corruption. They must also learn to be aware of the problems because they cannot solve problems with feelings. Instead, they must seek knowledge and use new innovations that the world has changed to solve problems and draw the participation of people from all sectors to participate. Mr. Wisanu Krea-ngam gave a special lecture on preventing government corruption in the Digital Disruption era, saying that government corruption is a major threat to national development, causing many operations to fail because of corruption and misconduct. Currently, policy corruption and conflicts of interest are on the rise. Embezzlement and extortion for protection and convenience are on the rise. Thai society has been accustomed to extorting money since ancient times, and it is legal. Later, during the reign of King Rama V, the tax system was aboli shed and all money was transferred to the treasury. However, in the present era, corruption is a very important issue. A special court for corruption cases has been established in Taling Chan because corruption cases require the expertise of officials and judges to be aware of corruption cases. Section 157 of the Criminal Code on misconduct of civil servants and government officials is brought to this court as well, because sometimes it is not a corruption case but a case of some kind of misconduct, such as absenteeism from work, neglect of duty, leading to corruption. Mr. Wisanu added that the prevention and suppression of corruption is one of the national strategies and one of the principles of the rule of law because corruption is the principle of good, open and transparent public administration. In this regard, the prevention of corruption and misconduct is the main principle of national administration and cannot be neglected. There is no new innovation in the solution. We just need to change our mindset and adhere to the legal framework. Most importantly, cooperation between the government and the people, which if we have these things, is sufficient to solve the problem. Currently, solving the problem of corruption is often overlooked as the duty of various agencies, but people are forgotten as the most important element in preventing and suppressing corruption and misconduct effectively. He also emphasized that in fact, the bill on facilitating government permission and approval has been drafted for more than 10 years, but it has not been submitted to the House of Representatives because many ministries objected to it because if it were to be issued, it would close many channels for corruption. Finally, in 2015, when the NCPO came in, it pushed for this law to be implemented and it was learned that this law would be adjusted to be more in line with the current situation. The new law will change to use more electronic systems. He believes that this law will be an important tool to reduce the problem of corru ption because it will reduce confrontation between civil servants and the people, which will reduce the choice of receiving money. Including the public who must be eyes and ears.-319 - Thai News Agency Source: Thai News Agency
