Arrest “Oil, the female guide” for illegally selling ghost SIM cards

Metropolitan Police Bureau arrests 'Oil, a female tour guide' for illegally selling fake SIM cards. She claims that it was low season and she needed to earn extra income. Police arrested Ms. Kesinee or Oil, age 43, on charges of 'arranging, advertising or spreading news in any way to buy or sell telephone numbers for mobile phone services which are registered as users in the name of a certain person but the user cannot be identified' and seized evidence in the case, namely 100 ready-to-use mobile phone SIM cards (horse SIM cards) registered to other people. From checking the criminal record of the arrested person, it appears that he was previously charged with 'Tour business operators failing to arrange, advertise or solicit tour programs as required by law' in the area of Wat Phraya Krai Police Station in 2018. The investigation team was ordered by their superiors to investigate and arrest a target group of people who were secretly selling registered mobile phone SIM cards to other people who could not i dentify the users (ghost SIM cards) online. They found that there was a Facebook group with over 8,000 followers, inviting and offering to sell and sell registered mobile phone SIM cards ready for use to customers and the general public. Some people posted to sell mobile phone accounts and complete sets of ghost SIM cards, with nationwide delivery service. The investigation found that the arrested person was a member of the group who posted and commented on the announcement to sell and sell registered mobile phone SIM cards ready for use at a price of 150-160 baht per SIM card. The police officers therefore reported to their superiors and planned a sting operation to arrest the arrested person. They arranged to deliver the mobile phone SIM cards and pay the money at a famous shopping mall in the Bang Khae area of Bangkok. Later, the police officers were able to arrest the arrested person and seize 100 mobile phone SIM cards (mule SIM cards) as evidence, along with 7 other items of evidence. From questioning, the arrested person confessed that before this, he worked as a tour guide for foreign tourists in the Bangkok area and important tourist attractions. However, recently, the economy has been bad, and this is the low season, so there are not as many tourists as before. Therefore, his income has decreased. He took the opportunity that he had previously contacted to order registered SIM cards, which he had previously offered to tourist customers, to post them for sale in the aforementioned Facebook group. The SIM cards that he brought to sell and sell were recommended and contacted by a friend who used to work as a tour guide to buy from a shop he knew at a price of 120 baht per SIM card, making a profit of approximately 50-60 baht per SIM card.
